091207: KABUL, Sept 12 (Pajhwok Afghan News): With the exception of rice, prices of almost all kitchen items registered a slight increase during the outgoing week in Kabul.
Being the last week before the holy month of Ramazan (fasting), hoarders and profiteers have increased prices of daily commodities like, wheat flour, sugar and cooking oil.
However, rice and petrol were the two commodities which registered a slight decrease in as the week concluded on Thursday.
According to Khan Ali, a retailer in Karta-i-Seh locality of Kabul, rate of a small packet of milk increased from 10 to 12 afghanis, while a packet of dates from 25 to 28 Afs. (Refer link)
090607 Animation and inner spirit: Some thoughts: I am curious about the visual aesthetic evolving in mainstream 3D computer generated animated imagery ? where computer constructed 'actors' generally lack a sensitivity in their surface/skin (no inner spirit?) and character design has a sameness across productions, and where movements become predictable- any clever complicated movement soon becomes tiresome because of the underlying visual construction. I contrast this with 2D hand drawn animation that always contains the quirkiness of their makers, this quirkiness imbues character inside the 'actors' and stamps the look of the film- the maker's style. This stamp usually maintains audience interest in the moving images irrespective of dialogue- the imagery can carry the audience without dialogue ( or loud noises). I make this last comment, thinking of Shrek 1, which I enjoyed, where the swift dialogue dominates the imagery (particularly if you like fart jokes and a smart-arse donkey). I think the same can be said of most 3D animated films.
These comments arose after trying to watch 'Elephants dream' an open source 3D animated film- link is http://orange.blender.org/download- I wanted to like the film but gave up... too much running in a complicated background.

Howard's election strategy is becoming more transparent each day-attack the Labor States and sideline Rudd and the Federal Labor Party- as Labor premiers scramble for airwaves flooding out the National agenda.. they are becoming the news... and it can only be negative. And with Warren Mundine and other cohorts spruiking, it's not going to be easy.
Abused Children "strategy". Watching Mal Brough last night on Lateline (ABC) was a chilling experience. The men and woman doing their "duty" implementing Howard's "interventions" are to be supported; however their work is going to be made even more difficult by the politics of what has been done to a group of citizens and the way the implementation unfolds. A thin line separates institutional racism in any activity involved in implementing changes from within societies. It is to be seen if Noel Pearson's pre-election period rumble between the States and the Commonwealth can bring lasting benefits to Indigenous Australians specifically. Noel Pearson needs to comment on some aspects of the intervention tactics employed by Howard.
Fred Hollows tried to check every (black and white) community residents eyes and ears when he undertook the National Trachoma and eye Health program in the 1970's.

Tim Colebatch highlights Grants Commission funds issue in NT -ie. lack of spending in Indigenous lands and towns on indigenous land. To quote:
The Commonwealth can't do it alone. It needs support from the Northern Territory Government and white Territorians, who will face painful changes. Above all, it needs the support of Aborigines themselves, including a recognition that isolated communities with nothing to sell can never provide a viable base for economic equality with whites.
The way the Northern Territory works is
a scandal. In 2007-08, to equalise states' capacities to provide services, the Grants Commission will take $3.34 billion from Victoria, NSW and WA to give to other states and territories. Just over half of that, $1.72 billion, will go to the Northern Territory — on the grounds that it is very expensive to give outback Aboriginal communities services equal to those in Melbourne and Sydney.
Victoria will get $2177 a head from Canberra. The NT will get $10,553 a head.
But no law requires the NT Government to spend that money providing Aboriginal communities with services equal to Melbourne and Sydney — so it doesn't. Instead, under the Country Liberal Party and Labor, it has used those billions to make Darwin a pleasant, lightly taxed place to live.
Commission figures show that, on average, the NT spends only a third as much per head on its Aboriginal communities as Queensland or WA spend on theirs, a quarter as much as NSW, and a sixth as much as South Australia. Relative to need, the NT also provides the poorest family and child services, preventive and community health services, services to the homeless, and police.
Instead, the territory has no land tax, barely taxes financial transactions, imposes the lowest fees, fines and user charges, and offers Australia's cheapest rego fees for four-wheel-drives. Meanwhile, it outspends every other state on preschools (except in Aboriginal communities), universities, culture and recreation, tourism, subsidised gas and electricity and offers very generous public service superannuation.
For Howard's initiative to succeed, this misallocation must be corrected. The NT Government must start giving decent services to its Aboriginal minority. A key part of the task, for both sides of politics, is to persuade the white majority to give up its cushy favours. Full article by Tim Colebatch .

John Howard makes his election move late yesterday using Indigenous issues in NT - Questions is still in the "how"? The "big funds" were not available before and now funds are available-why now and not 5, 10, 15 years ago? What has taking leases back got to do with stopping child abuse and the flow of booze? How will removing the permit system stop "grog running" and improve peoples opportunities? Howard has had over 10 years to be constructive, with a like minded territory government in power for over half those years, so why now?
All Indigenous people are once again stigmatized by broad-brush politics -why?
Howard puts Labor state governments under the spotlight (and so they should be)- but remember the Liberal and National parties have been the main designers of Indigenous policy historically, both federally and in the States;either neglect or opportunism has determined most policy directions, and all eyes will be watching this big one machined by Howard and his cohorts.

More qualified police-yes-how in the long term?
More doctors-yes-how in the long term?
Free health checks to all kids-yes.
Better access to fresh food in remote areas-yes.
More support for families-yes; to support improved diet, education and safety in the streets and in the homes.

And when do the human and financial resources all flow and will it all stop in 6 months time?
Or, are we going to see free-range of journalists roaming communities feeding images to the eastern states throughout the election period?

This hypocrisy of current radical conservative thought spewing from the minds of Professor Helen Hughes and opinion pushers such as Andrew Bolt, who are riding on the back of Noel Pearson's considered comments, could drive a sane person to drink.
The sustained agenda that is going on for the past decade or so e.g. the overt trashing of Nugget Coombs, and anyone else of note who shows (or has shown) some passion in Aboriginal Affairs, is unrelenting and must be challenged.
My open letter last weekend to Minister Mal Brough and his advisers was as follows:
(a) Why is the federal government now willing to adequately fund town camps infrastructure in Alice Springs, to a conventional residential standard, when governments denied exactly the same thing to the same group of people over the past three decades?/
(b) Why are you demanding people give up their rights to the land they have lived on, and which they had to fight for three decades ago, before the federal government will accept its responsibilities to adequately fund any further physical developments to improve their residential environments? /
(c) If you consider $60-$70M as adequate to upgrade the physical infrastructure in the Alice Springs town camps, can we assume that federal funding will flow to all populated centres in the region on a pro rata basis at the same time?
(e) Do you think the major policy shifts by governments over the past decades has anything to do with the situations many Indigenous families face every day and night?
The 'Think Tanks' are once again are using Indigenous 'noise' to divert the attention from all the major structural deficiencies underpinning our society(ies).

Rudd inexperienced? .....But Mr Rudd ridiculed Mr Howard's experience, saying he had caused Australia's greatest national security threat by invading Iraq to destroy weapons of mass destruction that did not exist.
"It takes a hang of a lot of experience to get yourself into a war in Iraq having just authorised $300 million worth of bribes to the bloke you're about to knock off in Iraq," Mr Rudd said.
"It takes a lot of experience indeed to get into a war in Iraq where you say you're going to have your troops there for a matter of months, not years, and that was four years ago.
"It takes an enormous amount of experience indeed to have engaged this country in the single greatest miscalculation of our national security interest, which has been the Iraq war, and that's Mr Howard's claim to experience."
He said Mr Howard was experienced in being loose with the truth, in ignoring critical needs like broadband networks and climate change, in defunding universities and in pulling out of basic commitments which were part and parcel of the social fabric.
"These are Mr Howard's claim to experience and I say delegates, we've had enough," he(Rudd) said.
